AC21 as a Historical Example

AC21 (Academic Consortium 21) is a documented historical example of research collaboration organised through a standing network rather than a single bilateral agreement. Its Special Project Fund, launched in 2009, provided seed funding — up to USD 10,000 per project, for proposals involving at least three member universities from two or more countries — specifically to support early-stage collaborative research and educational exchange before larger grants were available to it. Its International Forum, held eleven times between 2002 and 2022, brought researchers from member institutions together in person — the 2018 Jilin Forum, for example, drew more than 100 representatives from 30 institutions across 10 countries. By its final documented roster in August 2022, AC21 had 14 member universities across 10 countries. Digital tools have lowered the practical cost of collaborating across institutions and borders — shared data platforms, video conferencing, and collaborative writing tools now handle day-to-day coordination that used to require a formal secretariat behind it.
